MR. DAVID CARNEGIE GOULBOURNE
Founder and Chief Executive Officer Mr. DAVID CARNEGIE, the visionary of what is today Caribbean Costaricans Tour Operator, began his illustrious career starring as center forward on the Costa Rican National Basketball Team from 1980-1996. David also worked 18 years with RECOPE, the Costa Rican Petroleum Refinery in Port Moin as Petroleum Products Quality Control Manager.
With 18 years of experience in the Tourism Industry, David (known locally as "David the Warrior") brings a unique point of view as an Afro-Caribbean Costa Rican. He enjoys interacting with his customers on his 31/28 and 14 passenger Tour busses. David believes that actions as a role model speak louder than words and daily practices leadership by example within his Community.
, whose Afro-American Talk and daily TV Shows are widely heard throughout the USA and on the Internet, helping thousands of disadvantaged young Afro-American boys and girls in major US cities to continue and finish their College Education to graduation through their great and inspiring leadership examples. Andrew Carnegie, President of the Carnegie Foundation, has also successfully donated Grants and Scholarships to many Afro-Americans in South Africa, the United States and in several Caribbean Countries.
Other star Afro-American sports figures such as Vida Blue, Michael Jordan, Clyde Drexler, Magic Johnson, Shaq O'Neal, David Robinson, Karl Malone, Kevin Johnson and also the Great Workhorse Larry Bird are other excellent prospects for attracting Black Investment capital for small Afro-owned and operated micro businesses here in the Southern Caribbean Costa Rican Mainland.

PORT LIMON 2008 AND BEYOND
December, 2008 finds Puerto Limon and the Caribbean Costaricans at both a cultural and technological threshhold. Possessing potentially World-Class Twin Ports in Moin and Puerto Limon, International Airport Facilities parallel to the Beachfront for both SAFETY and SECURITY, and a Friendly, Hospitable and Culturally Diverse Populace,
Limon Province is preparing herself to compete as a Caribbean Mainland Partner Member of the Caribbean Tourism Community, with Direct Non-Stop Flights a top Short Range Goal.
The dual effects of globalization and the opening of world markets through Free Trade Agreements have emphasized the necessity of competitivity,downsizing and export quality information, products and services.
Current local strategies are to go full speed ahead with the Limon-World Bank Homeport Project, permitting the infrastructure modernization of the Greater Limon Central Commercial District in time for the Projected opening of the Third Locks of the Panama Canal in 2014. ACP Current Radar.
Execution is scheduled to begin this year (2008) and continue in earnest through the year 2014. This Macroproject consists of several components, such as Urban Renovation and Development, Waste Water Treatment, Trash Recycling and Treatment and Historical Building Rescue and Restoration,Decentralized Local Government, Civil Citizenry Organization and Microbusiness facilitation and sustainability in the Private Sector.
The Cruiseship Industry, whose Traveling Paying Customers voted Puerto Limon #1 Favorite Destination of Choice at the Sea Trade Convention in Miami,Florida (March12-15, 2007), also has its eyes on the importance and competitive value of Port Limon as a Homeport for their companies being located South of THE HURRICANE ZONE, on the Caribbean Costa Rican Mainland. Having witnessed the personal tragedies and the interruption of Cruiseship service in several key Caribbean Ports during August and September of 2004-2005 and again in 2007 with Hurricanes Dean and Felix, this value is becoming increasingly important to Insurers who like to bet on the future in their investments. It is important to emphasize the Caribbean not only consists of the West Indies Island communities and countries, but also the Caribbean Costa Rican mainland, an authentically AUTOCHTHONOUS Caribbean Culture.
For these reasons,and the PEACEFUL NATURE of the Limonense populace, the
Homeport Project and for future investment in the Private Sector are highly regarded by Lloyd’s of London, the ”AAA” Luxury Cruiseship and Yacht Marina Insurers. At this time, there are at least 20 Yacht Club Projects interested in the Caribbean Zone between Parismina and Manzanillo near the Panamanian-Costa Rican Marine Border.
The goal of the Caribbean Costa Ricans is to make Puerto Limon a viableWorld- Class Tourist DestinationOUTSIDE the Hurricane Belt, with an abundance of rainfall and fresh water resources, while reliving the best Cultural values of yesteryear in today's technological age.

Return home to your own diverse communities, whether large or small, looking into the faces of your own children and grandchildren and remembering to leave the best part of your own culture and yourself with them, having now seen a new and wonderful view of how people of distinct economic, social, religious and political backgrounds can indeed live in harmoniously, accepting one another, protecting their common environment, whether the seashore, lowlands or mountains, mutually enjoying the "Pura Vida" (Pure Life), blessings which our Creator ,Sustainer and Coming King JESUS CHRIST has richly bestowed upon all of us, both individually and collectively.
The future leaders of the Caribbean Costa Ricans are our children and grandchildren of all these diverse ECULCULTURAL backgrounds, looking for Community role models to emulate, such as our Founder and General Manager Mr. DAVID CARNEGIE.
Additionally, the GREAT EARTHQUAKE and TIDAL WAVE which caused such tremendous misery and destruction in the Indian Ocean area, rarely occurs in thePort of Limon, nor in all of Costa Rica or Panama.
